    Government is set to introduce significant changes to its automotive policy, with the emphasis to shift from export incentives to production support. The Department of Trade and Industry (DTI) issued a broad strategy document on its new policy – currently being drafted – in December, with details to be available in August this year, when the review process of the Motor Industry Development Programme (MIDP), will be completed. The review of the MIDP, government's current export-orientated support programme, started in 2005. The MIDP is legislated until 2009. The DTI statement follows calls from the local automotive industry for policy certainty, especially as several investment decisions are pending. Portions of the MIDP are also not World Trade Organisation compliant. In simple terms, the MIDP is an import/export complementation arrangement, whereby the local content value of components or built-up vehicles exported earns credits that can be used to rebate import duties on components and vehicles.
